Policies & Procedures

The mission of Andover Recreation (Rec) is to provide the residents of Andover a myriad of social, educational, cultural, and recreational opportunities embracing diversity and accessibility for all. Rec continues to rate the pulse of the community and transfuse their ideas into valued programs for its citizens now and in the future. A vigorous departmental effort continually improves service to our citizens. Healthy enrollment is attributed to a repertoire of community-based instructors, and streamlined registration, including online, Fax, VISA/MasterCard, overnight mail box, and increased identification with the Rec catalog.

Consent & Release

By registering yourself or another for Andover Rec program(s) you hereby agree to adhere to the divisions policies and procedures. 

The policies listed below are for all recreation and enrichment programs, community trips, and events run through Andover Recreation, with the exception of the Kid Care Program. Kid Care has its own policies which can be found here.

 

Registration
Participants must pre-register for programs online, over the phone, by fax, or in person. All programs require pre-registration unless otherwise noted in program description. Registration deadlines will also be noted. 
 
Summer Registration Policy
For summer programs, registration must take place one week prior to the program start date, or a $25 late fee will be charged. No refunds/credits available to those who register within one week of start date.
 
Registration Policy/Emergency Sheet
All participants (youth & adult) must have a signed & complete Emergency Information Sheet on file in order to participate in Rec programs. Registration over the phone will not be permitted without an emergency sheet on file for the registrant. Online registration requires a Waiver Form be electronically signed. However, an 
Emergency Sheet is still required for all participants regardless of how registration occurs. Emergency Sheets are available online at the Rec website or in the Rec office and can be mailed, dropped off, emailed, or faxed to Rec. 
 
Show up at the time, place, and date of the program you requested, and your name will be on the instructor’s list. Late registrants should print their online receipts to show the instructors. We do not send confirmations or reminders for our programs.
 
Tuition
Tuition varies for each course and is specified in each course description. Tuition must be paid at the time of registration. We do not prorate. VISA and MasterCard are accepted. Checks should be made payable to the “Town of Andover.”

Communication
Rec sends out program updates and cancelations via email for programs. It is the participant's responsiblity to have a correct and updated email on file with Rec.
 
Non-Residents
There is an additional $10 fee per course for non-residents. This fee is waived for most one session workshops, trips, and courses priced $15 or less. 
 
Cancellations
In the event Rec cancels a program altogether, a complete refund to the participant will be given. Credit card refunds will be credited within two working days of cancellation; check refunds may take up to two weeks. Program locations are subject to change. This is out of the control of Rec, and there will be no refunds for program location changes. Rec reserves the right to cancel any program due to under enrollment or unforeseen circumstances.

Withdrawal Policy
If you withdraw at least two weeks prior to the program start date, we will be able to refund your payment minus a 10% administrative fee for programs that cost $50 and over. That fee will be rounded up to the nearest dollar. Programs that cost between $26-$49 will be charged a flat $5 administrative fee to cover costs of processing.
 
No credits or refunds are given for programs priced $25 or less or for special events and trips involving ticket purchase when Rec has incurred an expense on your behalf. 
 
If you withdraw at least one week prior to the program start date, we will issue you a Rec credit equal to the full cost of the program. Rec credits can be used towards any Rec program and do not expire. 
 
If you withdraw less than one full week prior to the start date of the program or after the program has started, there is no refund or credit issued.
 
Registrations that take place the same week as the start date of the program forfeit any refund or credit opportunities.
 
Withdrawal Exceptions
In addition, any programs with withdrawal exceptions will be clearly noted in that program’s description. Consult the Rec office. 
 
Medical Withdrawals
Should a participant need to withdraw from a program due to a serious injury or illness after the withdrawal period has passed, Rec will issue a credit to the Rec account only if a doctor’s note is provided. 
 
Rec Credits
If you have a credit on file with Rec, you can access to use it with our online registration system. You can also register directly with Rec. Credits do not expire and cannot be cashed in or returned for refunds.
 
Supply Fee
When applicable, approximate cost of the supplies are listed in the course description. Supply fees are often paid in class directly to the instructor.
 
Liability
Participants agree to forever release the Town of Andover from any and all claims from participation in Rec’s voluntary programs. A complete liability statement is on file at Rec.
 
Photo & Video Permission
Participants in Rec-sponsored activities permit the taking of photos and videos of themselves and their children for publication and use as Rec deems necessary.
 
Student Policy
All youth programs are identified by age or grade. Courses with no age listed are open to those age 18 and older. Students ages 11-14 may take these with a parent. Rec follows the age guidelines posted in the booklet very carefully. The ages and/or grade levels we require usually equate with skills the child has reached physically or socially and are in place to ensure the safety of everyone involved. We ask that you wait your turn and register when the child meets our requirements.
 
Senior Citizen (Age 60+)
Most Rec courses are discounted $5 for senior residents. Please call Rec to apply discount prior to registering. This discount cannot be processed online, and we cannot process credits after registrations have been processed. Trips, events, Pomps Pond Early Bird Special Stickers, and one day workshops do not qualify for senior citizen discounts.
 
Veteran Discount
Veterans with proof of military service (required) receive a 10% discount on programs for anyone in their immediate family rounded to the nearest dollar. Please note that trips, events, Pomps Pond Early Bird Special Stickers, and one day workshops do not qualify for veteran discounts.

Waiver

PARENTAL/GUARDIAN CONSENT & RELEASE FORM (Minor)

I, _______________________, the undersigned ___________________ (legal relationship) of my child, a minor, do hereby consent to my child’s participation in voluntary programs of the Town of Andover’s Recreation Division. On behalf of myself and my child, and our respective heirs, executors and administrators I also agree to forever release the Town of Andover, and all of its successors, employees, agents, officials, board members, volunteers and also any and all individuals and organizations assisting or participating in programs of the Recreation Division (the Releasees) from any and all claims, rights of action and causes of action that may have arisen in the past, or may arise in the future, directly or indirectly, from personal injuries to my child or property damage resulting from my child’s participation in the Town of Andover’s voluntary programs in the Recreation Division, or from the negligence, including the gross negligence, of the Releasees. 

On behalf of myself and my child, I also promise to indemnify, defend and hold harmless the Releasees against any and all legal claims and proceedings of any description including reasonable attorneys’ fees, that may have been asserted in the past, or may be asserted in the future, arising directly or indirectly from my child’s participation in the Town of Andover’s voluntary programs in its Recreation Division, or from the negligence, including the gross negligence, of the Releasees. 

I further affirm that I have read this Consent and Release Form and that I understand the contents of this Form. I understand that my child’s participation in these programs is voluntary and that my child and I are free to choose not to participate in said programs. By signing this Form, I affirm that I have decided to allow my child to participate in these programs with full knowledge that the Releasees will not be liable to anyone for personal injuries or property damage which my child or I may suffer in these programs. If I cannot be reached in a medical emergency, I consent to my child’s treatment by a medical doctor and agree to pay all costs associated with said treatment, including transportation to a medical facility. 

CONSENT & RELEASE FORM INDIVIDUAL (Adult – Age 18 and Over)

I, ______________________, do hereby forever release, acquit, discharge and covenant to hold harmless the Town of Andover and its successors, employees, agents, officials, board members, volunteers and also any and all individuals and organizations assisting or participating in program of the Releasees from any and all actions, causes of action, and claims, demands, damages, costs, on account of, or in any way growing out of, directly or indirectly, all known and unknown personal injuries or property damage which I may have now or hereafter have from my participation in the Town of Andover Recreation Division programs, or from the negligence, including the gross negligence, of the Releasees. 

I also promise to indemnify, defend and hold harmless the Releasees against any and all legal claims and proceedings of any description that may have been asserted in the past, or may be asserted in the future, directly or indirectly, including reasonable attorneys’ fees arising from my participation in the voluntary activities or recreation programs referenced above or from the negligence, including the gross negligence, of the Releasees. I understand that these programs involve physical activity and hereby state that I am in proper physical condition for participation in such programs. 

I further affirm that I have read the Consent and Release Form and that I understood the contents of this Form.  I understand that my participation is voluntary and that I am free to choose not to participate in said programs.  By signing this Form, I affirm that I have decided to participate in the program described herein and full knowledge that the Releasees will not be liable to anyone for personal injuries or property damage that I or any other party may suffer in these programs.
